With over 34 years in education—including 22 years supporting students with diverse needs—I am passionate about helping neurodivergent children and their families thrive. My work
began in behaviour support, where I worked with other professionals to look beyond behaviours with compassion and curiosity. Over time, my focus shifted to autism, which has become both my passion and purpose.
For more than two decades, I have also provided professional development for teachers and parents, sharing strategies that affirm neurodiversity and move beyond compliance-based approaches. Today, as a Relationship Development Intervention (RDI) consultant-in-training, I support families remotely or in person with relationship-based practices that foster dynamic thinking, meaningful social understanding, and authentic growth.

What is the RDA?
The Relationship Development Assessment (RDA) is the first step in RDI®. It’s a gentle, interactive process where we observe how your child thinks, communicates, and connects during everyday activities with you. The RDA helps create a personalized plan so your family can build the skills needed for flexible thinking, problem-solving, and more joyful relationships. The RDA can be the starting point of our work together in Relationship Development Intervention or you can use it as a snapshot of your child's engagement style to share with educators and family members to support planning and understanding.

Sometimes the best way to understand your child’s learning profile is through direct observation in their natural environment. A school or daycare observation provides valuable insight into how your child engages, learns, and interacts with others in a formal setting.

With extensive teaching, leadership, and consulting experience supporting neurodivergent individuals, we offer engaging and practical professional development sessions designed for educators and support staff. We also offer sessions for leaders to increase understanding of neurodiversity in the workplace.
Each session is dynamic, interactive, and tailored to the unique needs and goals of your group.
Depending on the topic, we collaborate with a network of professionals to provide the most comprehensive and meaningful learning experience possible.

RDI® is a personalized, family-centered approach that supports your child’s growth in flexible thinking, communication, and connection. Families typically meet with their consultant every two weeks—either in person or on Zoom —while working on guided engagements at home. The process typically runs four to eighteen months with the family dictating the length of our time together. Fees are offered on a monthly or hourly basis; contact Shannon for a personalized schedule.

PATH (Planning Alternative Tomorrows with Hope) is a person-centered planning process designed to help individuals, families, or teams create a clear and inspiring vision for the future.
During this interactive 2–2.5 hour session, we work directly with you to identify the dreams, goals, and next steps of the focus person or team. The process is both creative and collaborative, using visual mapping to make ideas tangible and motivating.
At the end of the session, the focus person or team leave with a visually appealing life plan that outlines meaningful goals, supports, and action steps to move forward with confidence and hope.

Most young adults benefit from extra guidance as they navigate the transition from childhood to adulthood. At EmpoweringAll Consulting, we help individuals build the confidence and skills needed to thrive in adult life.
Our “adulting” support provides practical, person-centered coaching designed to promote real-world independence and success. Each plan is individualized to reflect the person’s goals, strengths, and support needs, with family collaboration encouraged throughout the process to ensure consistency and shared growth.

Julie Côté-Marinelli is an educator and consultant with expertise in autism and neurodiversity-affirming practices. Drawing on her background in school and district leadership, she works closely with families, educators, and professional teams to create supportive environments that respect and address diverse needs. Julie’s focus is on empowering youth and young adults through the transition to adulthood, helping them develop practical skills, confidence, and the autonomy needed for self-directed living. Her approach fosters growth that is both authentic and sustainable, enabling individuals to thrive in personal, academic, and professional settings.
